With nearly three decades of executive leadership, Dr. Natasha Hampton started her illustrious public service career in 1997. She has served as City Manager, Acting City Manager, Assistant City Manager, Chief Marketing Officer, and Director of Human Resources to name a few, in the states of Florida, North Carolina, Ohio and Georgia with oversight of more than $4.1B in general, enterprise and capital funds to date.
Recognized as one of South Florida’s 50 Most Powerful and Influential Leaders, South Florida’s 25 Most Prominent and Influential Women in Business, featured in the international publication Caribbean Today for making a lasting Impression on U.S. Business Landscape, a March of Dimes Woman of Distinction and League of Women in Government Trailblazer finalist, Natasha brings innovation and transformative management to urban governance.
She is a Toastmasters award-winning international public speaker having addressed audiences in Qingdao, and Beijing, China, Osaka and Tokyo, Japan Polokwane, South Africa, Kenya, East Africa, Dubai, United Arab Emirates, and Canada, North America. Ms. Hampton is also University Professor of Business Management, Leadership Development, Human Resources and Organizational Behavior.
Dr. Hampton was conferred the degree of Doctorate in Business and Leadership (hc), for her meritorious contributions to local government and leadership, and holds a Master of Public Administration, a Bachelor of Arts in Political Science and Public Administration and is an International City County Manager Association Credentialed Manager (ICMA-CM).
Dr. Hampton is also a two-time soon to be three time best-selling author and is the recipient of several prestigious honors and recognitions for her commitment to youth, ethical governance and women in leadership.
Assistant Chief Ty Shaw-Williams is celebrating 20 years in law enforcement and is widely recognized as a champion for youth, education, and female empowerment. She began her career in 2005 as a Victim Advocate and Domestic Violence Practitioner before earning a master’s degree in Criminology and joining the Miramar Police Department, where she now serves as Assistant Chief of Executive Services and Community Relations. Throughout her career, she has advanced through multiple divisions, most notably Criminal Investigations and Internal Affairs, earning two Excellence in Police Service Awards and the department’s highest distinction, the Chief’s Leadership Award. A passionate community leader, Assistant Chief Shaw-Williams serves as Executive Chair of the Healing Arts Institute of South Florida, mentors girls through Honey Shine Inc., and volunteers as a restorative justice facilitator with the Urban League of Broward County. A proud breast cancer survivor, yogi, and world traveler, she is pursuing a Ph.D. in Organizational Leadership , focusing on gender equity in policing. A graduate of the Southern Police Institute’s Administrative Officers Course, she earned straight A’s and the prestigious Dean of Scholars title while serving as Class Historian. She shares her life with her husband, a fellow police officer, and together they are the proud parents of Jimmy Williams III, a University of Louisville Football Player.
Ms. Justina Mann is an accomplished Aviation Program Management and Public Sector Procurement Executive with more than 14 years of senior leadership experience across multiple U.S. airports, serving in capacities ranging from Chief Procurement Officer to Director of Infrastructure. She began her aviation career at Hartsfield-Jackson Atlanta International Airport following a decade of service with the Atlanta Housing Authority in a variety of procurement and management roles.
Over the years, Ms. Mann advanced her career through key leadership positions at the Houston Airport System and Dallas Fort Worth International Airport. In her current role with Blue Ink Group, she has led strategic sourcing and procurement initiatives supporting major airport authorities, including the Greater Toronto Airports Authority, Denver International Airport, and Richmond International Airport.
With over 25 years of public sector experience spanning city, authority, and quasi-government organizations, Ms. Mann is recognized for her expertise in advancing operational efficiency, strategic partnerships, and compliance excellence.
Ms. Mann serves as an At-Large Director for the Airport Minority Advisory Council and most recently held the position of President-Elect for the National Forum for Black Public Administrators.
A native of St. Paul, Minnesota, Ms. Mann earned her Bachelor of Science degree from the University of Minnesota and a Master of Project Management from the Keller Graduate School of Management. She holds multiple professional certifications, including Certified Member of the American Association of Airport Executives (C.M.), Certified Public Procurement Officer (CPPO), Certified Professional Contracts Manager (CPCM), Project Management Professional (PMP), and Six Sigma Green Belt (SSGB).
Mayor Veronica Edwards Phillips has been a resident of the great “We Care” City of Lauderdale Lakes since 1997. She has served the City in many capacities. Service and community engagement included City Commissioner from 2016-2022, former Chairman of Lauderdale Lakes School Advisory Board, a member of the Economic Development Advisory Board, past Chairman of Lauderdale Lakes Budget Advisory Committee, a graduate of the Lauderdale Lakes Local Government Academy which provided training, insight and interactive sessions with City Staff, BSO and the Fire Department. In 2022, Lauderdale Lakes Commissioners appointed her as Mayor. In November 2024, Mayor Edwards Phillips was elected by the residents of the “Great We Care City” to serve as their Mayor for the next four years! Her theme is “The More You Know!” I am Excited!”

Mayor Edwards Phillips sponsors Lauderdale Lakes’ MAYOR’S ANNUAL BREAST CANCER WALK/RUN. This event serves to raise awareness, support survivors, honor loved ones and fund research. It provides an opportunity to unite a community in the fight
against breast cancer. In collaboration with Breast Cancer Awareness, Mayor Edwards Phillips is the “point person” for Lauderdale Lakes’ RELAY FOR LIFE community engagement.
The Mayor ‘s COMMUNITY ENGAGEMENT WALK – Mayor Edwards Phillips “walks” the streets of Lauderdale Lakes to hear directly from residents! She encourages them to share their thoughts and to be an integral part of shaping Lauderdale Lakes future. Their voices matter! These community engagement events are designed to strengthen community
connections, encourage open dialogue, and give residents a voice in the direction of the City. We talk; We walk; We build together!
Amber is a Program Manager in the Economic Development Division for the City of Fort Lauderdale, where she leads strategic initiatives including business resource development, and activation initiatives. Since joining the city in 2021 as an ICMA Local Government Management Fellow, she has advanced through multiple leadership roles including Senior Assistant to the City Manager while serving as liaison to the Economic Development Advisory Board.
